Last week, The King’s Foundation and The Georgian Group brought together professionals from across the heritage and built environment sectors to launch a new framework for navigating complex planning applications affecting heritage assets.
The event at The Georgian Group’s headquarters in Fitzroy Square included introductions from The King’s Foundation’s Ben Bolgar MVO and our Director Anya Lucas followed by a panel discussion with our Senior Conservation Adviser (London & SE) Eddie Waller, Nick Pond of Montagu Evans, Elyse Howell-Price of Orms, Henrietta Billings of SAVE Britain’s Heritage and Taran Matharu of Jastar Capital (owner of the London Custom House) exploring the benefits of Enquiry by Design and reflecting on the experiences of those involved in the process. Bringing together perspectives from heritage conservation, townscape, design and campaigning, the discussion considered how early collaboration between different interests and areas of expertise can support more informed decision-making and better project outcomes.
The Framework builds on the Enquiry by Design approach, providing a proactive way for stakeholders to develop a shared understanding of heritage significance, explore options collectively, test trade-offs transparently and build consensus around an appropriate direction of travel.

The image shows a visualisation of the approved scheme by Orms and Richard Griffiths Architects for the London Custom House – one of the capital’s most important Georgian buildings and a scheme in whose development The Georgian Group has been closely involved since overturning a harmful scheme at Public Inquiry in 2021. The Enquiry by Design process was used in the development of this scheme and forms the main case study of the report. We were delighted Neil Burton – an expert on the architecture of the Custom House – could join us at the event as well as former GG Director David Adshead who took part in Enquiry by Design for the Custom House.
